It took Palestinian NGO's more than ten years of 'discussions and familiarization' to dispel misconceptions, overcome suspicions, and stew a code of conduct palatable enough to all of them to be viewed as a strength and not as a threat.  How long would it take NGO's of all Arab countries to serve a similar first course?  The length of the Palestinian period could provide a premonitory feel of a more daunting question:  How long it would take a "background paper setting the main ideas of a Charter for Democratic Practices for political parties in the Arab region," to see the light.

Palestine experience in reaching consensus over a code of conduct was highlighted as a model to be adapted and used by other countries.  Drafting of the code in Palestine has taken more than 10 years of discussions and familiarization so as to have NGOs become convinced that such a code is not a threat but a strength.  Some NGOs and scholars were reluctant considering that monitoring and supervision should be the task of the governments.  With in-depth discussion, many of the misconceptions about roles were clarified and a kind of consensus was reached on the importance of a code of conduct.

EOHR Campaign [5th Coalition meeting] Seminar: Egypt towards a new NGO Law

More than 150 NGOs representing 14 provinces in the northern and southern provinces of Egypt, government representatives from the ministry of solidarity in Cairo and in the different provinces, representatives of the General Union of Voluntary Societies gathered on 23/11/2008 in a seminar organized by EOHR. The seminar “Egypt towards a new NGO law” was organized in cooperation with FNF and with the support of the EU and aimed at reaching agreement on the new proposed law drafted by a coalition of NGOs led by EOHR to be submitted to the parliament, the ministry of solidarity and to the President of the State, Husni Mubarak.
